This webinar will concentrate on the varying levels of crash reporting, investigation and reconstruction and the importance of the role of law enforcement’s investigatory role in both civil and criminal cases.  The webinar will provide an overview of the legal process and how the data gathered by law enforcement, or in some cases the lack of data that is gathered, can adversely affect not only criminal but civil cases to the extent that justice may not be served in either venue.  With the advent of more complicated crash reporting formats, much of the typical investigatory groundwork such as field sketches, proper photography, in-depth witness statements and basic damage analysis is no longer being conducted.  Many prosecutors and insurance adjusters have little or no actual crash investigation training or experience, and they must rely almost completely on police investigations, which in some instances do not contain sufficient investigatory work product to accomplish a conviction or resolve complicated civil issues.  This webinar will provide the student with a more global view on how their work as investigators is critical and necessary to the criminal and civil legal process.  This topic will explore the concept of the crash reconstruction process as it applies to today’s legal system.

Speaker: Henry P. Lipian is an ACTAR Accredited reconstructionist (ACTAR #83) a former Ohio State Trooper and Municipal Police Sergeant for the Hunting Valley Police Department.
